Deregulation versus Competition in Transport

Abstrakty
Celem deregulacji jest uzyskanie większej elastyczności gospodarki i jej liberalizacja. W odniesieniu do transportu, deregulacja oznacza zmianę dotychczasowego, specjalnego statusu wybranych gałęzi transportu i umocnienie praw potencjalnych konkurentów na rynku transportowym. Omówiono przebieg deregulacji transportu w Europie Zachodniej oraz jej skutki, a także wpływ deregulacji na konkurencję w polskim transporcie. Zadaniem państwa w stosunku do konkurencji na rynku transportowym musi pozostać przynajmniej nadzór nad jej przebiegiem w celu ochrony konsumentów.
After decades of regulating transport by governments of almost all countries, it turned out that, apart from some success, there have appeared certain unfavourable phenomena. Therefore, in the eighties many countries tried to deregulate transport by introducing more economic freedom and, first of all, more and more competition. It is competition which much better than other mechanisms enhances entrepreneurship, initiative and progress which in turn leads to higher productivity and lower costs production. It should be remembered, however, that the transport market is not homogeneous and the assumed aims of deregulation, in different branches of transport, can be achieved at different levels, and sometimes they may lead to contradictions. Not all the effects of transport deregulation have a positive character. Therefore some authors start to use the term re-regulation. (original abstract)
