Abstrakty

Celem pracy jest analiza na gruncie ekonomii i teorii polityki społecznej, relacji państwa i rynku w systemach emerytalnych. Autor zaprezentował teoretyczną analizę zabezpieczenia emerytalnego z punktu widzenia zaangażowania państwa i innych źródeł zabezpieczenia, analizę wielostopniowych systemów zabezpieczenia emerytalnego w krajach Unii Europejskiej: przegląd rozwiązań w całej Unii oraz studia przypadków Niemiec i Wielkiej Brytanii. Ponadto zanalizował problemy rozwoju wielostopniowego systemu emerytalnego w Polsce.

In the study all formal sources of money income security in old age are analysed as one system of old age income security. Elements of such systems - called here tiers rather than pillars - are: social (basic) schemes of social security, company (occupational) schemes and individual (personal) schemes. The elements should be analysed together because they all have similar function for the pensioner. In many countries the tiers are formally linked. The structure of the system and especially the degree of state involvement is one of the main topics in the pension debate going on throughout the world. It is also a crucial issue in Poland, however the situation here is different from many other countries as from the socialist time Poland has inherited a monopolistic one-tier system of social security and is only trying to establish a multitier system. The main question of the study is: "What are the relations between state and market in old age income security"? More detailed research topics are: - elements of old age income security and their links, - forms of state involvement in old age income security and the reasons for the role of state, - structure of the systems of old age income security in the countries of European Union, the changes of the structure and the reasons for the differences between the countries, - possible (or desired) relations between state and market in old age income security in Poland undergoing a system transformation, - conclusions for Poland from the analysis of old age income security in the countries of the European Union. The book consists of three chapters. The first chapter "Multitier systems of old age income security - development, functioning, role of state" presents a theoretical analysis of the old age income security, especially the state involvement. The second chapter "Old age income security in the countries of the European Union" consists of a review of all countries and two cases: Germany and the United Kingdom.(original abstract)
