Municipal Bonds Market in Poland - Present and Prospects

Abstrakty
Obligacje municypalne (komunalne) to obligacje emitowane przez organy samorządu lokalnego. Autor charakteryzuje funkcje tych obligacji, ich klasyfikację oraz ich rynek na przykładzie gminy Płock i Warszawy-Mokotów. Przedstawia zestawienia emisji komunalnych obligacji finansowych w Polsce zapoczątkowanych w 1996, 1997 i 1998 roku. Ważnym zjawiskiem na rynku obligacji komunalnych było pojawienie się underwitingu i ratingu.
In this article the development of the market municipal bonds since the moment of their rising in 1993 to 1998 is shown. It is pointed that this period can be deveded onto two separated stages. First one is characterised by few issuers and dominated by small "flats" issues serving to privatization of the municipal real estates. Second stage is distinguished by repeatedly bigger amount of issuers and values of realized issue programme, in between which predominating "financial" bonds. Act about bonds from second half of 1995 has been the time censor. The author is presenting the most important institutions and occurences appearing on the market of communal bonds, such as rating institution, issues with full underwriting, tries of issuing on the international markets, introducing first municipal valors on the public securities market. Now the chance to develop and improve the municipal bonds market is reform of public authorities. O(original abstract)
