Abstrakty

Poruszono zagadnienie teorii ogólnej równowagi w celu określenia kryteriów optymalizacji alokacji rynku w warunkach wystąpienia efektów zewnętrznych. Wspomniano o kosztach zanieczyszczeń ponoszonych przez podmioty gospodarcze w celu osiągnięcia równowagi na poziomie zerowego kosztu marginalnego. Przedstawione rozważania ujęto w kontekście Pareto.

In the article reference is made to the output of the neo-classical economy and in particular to the theory of the overall balance in order to specify the criteria of optimalization of market allocation under the conditions of the appearance of external effects. Such effectiveness, namely allocation which is in line with the Pareto optimum, calls for incorporating the external effects into the sphere of the market by allocating ownership rights and reducing the social costs to those born by individuals. However, despite the thesis that is commonly accepted in literature, it does not require the zero magnitude of those effects. Also, the allocation which is optimal in the Pareto sense does not require in each case ascribing external effects to those who brought them about. The distribution of ownership rights is neutral due to the requirements of optimalization of Pareto allocation. However, it is not distributionally neutral i.e. from the point of view of distribution of non-benefits (benefits) or, in other words, distribution of social welfare. (original abstract)
