The article is devoted to the presentation of the administrative and economic activity of A.R.J. Turgot (1727-1781). Apart from E.Quesnay he was the most eminent French economist of the "ancient regime" epoch. He had a very rare opportunity for an economic theoretician to steer the economic policy of the country. It resulted from his brilliant administrative career crowned with the highest in the pre-revolutionary France position of the general financial controller, which he held in the years 1774-1776.
