Abstrakty

Artykuł jest próbą zdefiniowania samorządu terytorialnego i określenia obszarów działalności gmin. Autorzy analizują wpływ samorządu terytorialnego w zakresie ochrony środowiska, tworzenia infrastruktury techniczno-społecznej, przeciwdziałania bezrobociu oraz pobudzania przedsiębiorczości prywatnej.

A law from the 8th of March 1989 brought back the territorial self government what gave new possibilities for dynamic development of community as a basic territorial unit. Obligations and competences were divided between government and self - government administrations. It set specific tasks to the second one but they were not fully prepared to carry them out. The article is a trial to define the main development tasks and problems communities deal with in their activities. Strategy, they guide themselves to solve their problems and possibilities of further dynamic local development are also presented. (original abstract)
