Zarządzanie długiem publicznym to działania obejmujące zaciąganie, refinansowanie, obsługę długu publicznego. W artykule dokonano podziału celów zarządzania długiem publicznym w Polsce.

The article characterises the objectives of public debt management in Poland during the system transformation period. They refer to classic objectives, observable also in most highly developed countries, and specific objectives, determined by the situation of Poland in the discussed period. The author classifies as classic the following objectives: 1. Providing financing of government borrowing needs for safe, 2.Minimising the actual long-term cost of borrowing, 3.Increase in use of non-cash instruments of financing government borrowing needs, 4.Developing domestic financial markets, 5.Co-ordination of public debt management policy and the monetary policy of central bank, 6.Keeping safe level of public debt. The specific objectives, realised at the time of system transformation, include: * Reduction of foreign debt, * Gradual conversion of foreign debt into a domestic one.(original abstract)
