Celem artykułu jest prześledzenie, jak zmiany w zakresie zadań samorządu terytorialnego wpłynęły na wielkość i strukturę budżetu Poznania. Autor analizą objął lata 1996-1999, z uwagi na uregulowania prawne wprowadzone pod koniec 1995 roku, które wywarły duży wpływ na zakres realizowanych zadań przez duże organizmy miejskie, w tym miasto Poznań.

The article is an attempt to answer the question how changes as regards the tasks of territorial self-government influenced the volume and structure of the budget of Poznań. First, the changes in the scope of territorial self-government's tasks are presented. Attention is paid to legal regulations concerning changes in the scope of activity of large and medium-size urban communes resulting from the act of 1995 on the so-called large cities. Later on in the article the author characterises budget revenues of the city of Poznań and expenditures divided into the means allocated for own tasks and ordered tasks. The analysis includes the years 1996-1999 due to the above-mentioned legal regulations which had a significant influence on the range of tasks carried out by large cities, including Poznań. The studies show that in the years 1996-1999 there was a dynamic growth of the total revenues of the budget of Poznań, such as subventions, target subsidies for the tasks ordered and target subsidies for the city's own tasks which was caused by the change in legal regulations granting Poznań the status of a city with the rights of a country. This resulted in the increased importance of subsidies from the state budget for the structure of Poznań's budget and the decreased share of expenditures for the city's own tasks in total expenditures.
