Abstrakty

Przedstawiono ważną rolę nowej organizacji terytorialnej kraju w procesie równoważenia rozwoju społeczno-gospodarczego. Autor zwraca uwagę na trzy grupy cech modelu nowego regionu: możliwości programowo-negocjacyjne, możliwości uruchamiania nowoczesnych mechanizmów rozwoju gospodarczego, możliwości rozwijania bezpośrednich kontaktów międzynarodowych w tym współpracy transgranicznej i przygranicznej. Została omówiona ogólna charakterystyka regionu polski Południowo-Wschodniej z uwzględnieniem poziomu rozwoju społeczno-gospodarczego powiatów.

In the theoretical part of this paper, the author formulates and justifies the bases for the hypothetical relations between the new teritorial division of the country and changes in the spatial distribution of growth factors in the Macroregion. Of prime importance is the claim that the new structure of administrative units has led to the changes that can currently be observed in the spatial equilibrium of south-eastern Poland. The empirical analysis is devoted to an assessment of the different levels of development within the area in question, above all across powiats. The scope of this assessment was determined by the availability of relevant information. To this end, National Statistical Office (GUS) data for 1997 was used. The data was collected from geminas, and therefore had to be aggregated for each powiat. The defined indices for a composite assessment of the development of territorial units confirmed the new breakdown of regional and local differences in the light of the new territorial division of the country.
