Abstrakty

Artykuł prezentuje rezultaty narodowego badania wykonanego pod koniec 1996 i na początku 1997 roku w ramach projektu KBN "Regionalne i lokalne uwarunkowania restrukturyzacji gospodarki Polski". Omówiono następujące kwestie: kiedy i jak powstały organizacje; zatrudnienie i metody finansowania; współpraca z innymi organizacjami i przedsięwzięcia badanych organizacji. Autorzy pokazują, że szybki wzrost liczby organizacji, duża dynamika rozwoju regionalnego i wspieranie przedsiębiorczości nie idą w parze z głębszą współpracą wśród tych organizacji lub ich specjalizacji.

The article presents the results of national research carried out at the end 1996 and beginning of 1997 under the Committee for Scientific Research (KBN) project: "Regional and Local Factors Governing Restructuring in Poland". The subject of this research was, among others, the creation and functioning of regional development organisations and support for entrepreneurship at the voivodship level. The article looks at the following issues in particular: when and how organisations were established; their employment levels and financing methods; their co-operation with other organisations; the nature of completed and planned projects. The authors show that the rapid growth in the number of organisations, and the high dynamics of regional development and support for entrepreneurship, does not go hand in hand with deeper co-operation among these organisations or with their specialisation. The functioning of these organisations continues to be dominated by the following model of co-operation: a given organisation - the territorial administration in the organisation's own voivodship - the state administration. In this model, access to public and assistance funds is of prime importance, not the quality or intensity of services rendered. (original abstract)
