W artykule przedstawiono uwarunkowania i przyczyny powstania zjawiska moblizacji władz szczebla regionalnego i lokalnego oraz zaprezentowanie form zinstytucjonalizowanej i niezinstytucjonalizowanej reprezentacji władz lokalnych i regionalnych na arenie europejskiej.
The funding Treaties of the European Community make no provision for the formal representation of regional and local authorities at the EC level. In recent years, however, regions have become increasingly involved in trying to influence policy in the EU. The article has traced the main features of phenomenon of subnational mobilisation triggered off by European regional policy. The regional policy provides a direct nexus between subnational and supranational actors and has stimulated new forms of political mobilisation on regional and local levels. With or without central national institutions' mediation they try to co-operate with Commission, Parliament and other European institutions. In order to be fit to Europe many regions involve in institutionalised and non-institutionalised forms of access to the European arena. (original abstract)
