The World Food Crises of the Postwar Period in the Context of the Contemporary Conception of the Sustainable Development

Abstrakty
Przedmiotem artykułu jest zmieniająca się sytuacja żywnościowa świata i światowe bezpieczeństwo żywnościowe. Autorka analizuje pierwszy powojenny kryzys żywnościowy na początku dekady lat 70-tych, spowodowany brakiem równowagi na światowym rynku produkcji zboża. Omawia program Światowego Systemu Bezpieczeństwa Żywnościowego. Następnie śledzi sytuację na światowym rynku żywności w latach 90-tych i analizuje oznaki zagrożenia kolejnym światowym kryzysem żywnościowym. Szczególnie bada rezultaty nierównowagi na rynku zboża: drastyczny wzrost cen zbóż na rynku światowym i gwałtowny spadek zapasów zbóż, niebezpieczny dla bezpieczeństwa żywnościowego świata. Konkludując stwierdza, że zapewnienie trwałego bezpieczeństwa żywnościowego dla przyszłych pokoleń wymaga odpowiedniego kształtowania procesów demograficznych oraz racjonalizacji całej gospodarki żywnościowej świata, w tym stosowania ekologicznych metod produkcji żywności, które by wspierały realizację koncepcji rozwoju zrównoważonego w świecie zdolnym do ekorozwoju.
The subject of the study is the changing world food situation and the fluctuating demand-supply ratio on the world food market, especially on the most important market of the staple food, i.e. grains (food and feed grains). In the first place the authoress analysis the problems of the first postwar world food crisis caused by disequilibrium on the world grain market in the seventies. She points out the factors contributing to the severe shortage of grains and the consequences of this deficit. She gives carefull attention to the World Food Security Program and makes a statement of the poor efficiency of the three main elements of the Program. In the second place the authoress considers the problems of the second - in the postwar period - critical situation on the world food market in the nineties and analysis the signs of the threat of the succeeding world food crisis. She investigates particularly the results of the disequilibrium on the world grain market: the enormous rise of world grain prices and the rapid decline of the world grain stocks dangerous for the world food security. In conclusion she makes statement that the indispensable condition for the improvement of the world food security and food situation of the mankind is the replacing of the previous economic policy based on the theory of economic growth by sustainable policy based on the conception of sustainable development, forming the sustainable society in the sustainable world.
