Autor przedstawił dwie drogi zmniejszenia deficytu budżetowego państwa. Z jednej strony można poszukiwać źródeł zwiększających dochody budżetowe, z drugiej ograniczać wydatki.

The author analyses the impact of fiscal and non-fiscal on the level and growth of the national budget revenues. This especially refers to such fiscal instruments as a tax on income from savings, VAT, stamp duty, and income tax deductions. As far as non-fiscal factors are concerned, the analysis covers interest rates level and the structure of budgetary expenditure. The author also points out the ways of increasing budgetary revenues through limiting social performance, limiting the expenditure, or financing of pro-development spheres like basic and applied research.
