Abstrakty

Dekada lat dziewięćdziesiątych, która przyniosła niezwykle istotne zmiany polityczne i ekonomiczne w krajach Europy środkowowschodniej, była także okresem restytucji demokracji lokalnej w tym regionie. Po długim okresie skrajnie scentralizowanego oraz niedemokratycznego sposobu zarządzania jednostkami lokalnymi, decentralizacja i wzmocnienie samorządności wydawały się naturalnym kierunkiem zmian. Po przeszło dwunastu latach od zainicjowania przemian można postawić pytanie o model samorządu terytorialnego, jaki wyłonił się w efekcie przeprowadzonych reform. Czy generalizacje i teorie używane do opisu samorządów w krajach zachodnich zachowują swoją przydatność w naszej części Europy? Niniejszy artykuł jest próbą przynajmniej częściowej odpowiedzi na to pytanie. (abstrakt oryginalny)

The 1990s, which brought momentous changes in the countries of Central and Eastern Europe, were also a decade of local democracy in the region. After long period of centralised and non-democratic paradigm for local entities management, decentralisation and strengthening of local government seemed a natural direction for change. After more than 12 years that passed since such changes were initiated, a question might be posed on the model of local government that emerged as a result of the reforms. Are generalisations and theories used in the description of local governments in Western democracies useful in our part of Europe? This paper aims to provide at least a partial answer.
