Abstrakty

W opracowaniu przedstawiono problem zaangażowania gmin górniczych w proces restrukturyzacji górnictwa węgla kamiennego w Polsce. Zasugerowano i przedstawiono kluczowe zasady jakie powinny być zawarte i stosowane w trakcie wprowadzania programu restrukturyzacji górnictwa oraz rozwoju gmin górniczych.

In this article, the author addresses the issue of securing the actual involvement of mining communities in the process of restructuring hard coal mining in Poland. The author contends that unless institutional solutions in this regard are developed, a real threat exists that the liquidation of jobs as well as destruction of existing firms will occur without the creation of new businesses or reinvestment in existing ones. The author argues for the need to develop and implement an integrated community development programme as an integral component of a mining restructuring programme. In his conclusion, the author suggests key principles that should be considered and applied when implementing the programme for the restructuring of mining and development of mining communities.
