Real convergence, the process by which poorer economies catch up on richer ones, is by no means automatic. When Ireland acceded in 1973 to what would later become the European Union, its level of income per head stood at around 60 procent of that of Britain, its dominant trading partner. This ratio had remained largely unchanged over the previous 60 years. Moreover divergence rather than convergence is the norm across the entire world economy. The general consensus is that the orientation of public policy is a crucial determinant of the likelihood of convergence.
Konwergencja, czyli proces w którym kraje biedniejsze upodabniają się do bogatszych, w żadnym razie nie jest ani automatyczna, ani powszechna. Na poparcie tej tezy autor przedstawia dane z Irlandii, która przez 3/4 wieku nie nadążała za Wielką Brytanią. Dopiero polityka gospodarcza ostatniej ćwierci wieku przyniosła Irlandii oczekiwane upodobnienie. Autor przedstawia analizę tego sukcesu, adresując jej wnioski krajom Europy Środkowo-Wschodniej.
