Abstrakty

Nieefektywne funkcjonowanie rynku pracy, prowadzące do długookresowego utrzymywania się wysokiego bezrobocia, jest zjawiskiem ogólnoeuropejskim. Przeciwdziałanie bezrobociu sprowadza się do przeznaczania ogromnych środków na jego łagodzenie. Prezentowany tekst dotyczy szerokiego spektrum krajów OECD, z uwzględnieniem Unii Europejskiej. Dodatkowo analizowany jest przypadek Polski.

The social security systems increase the overall labour costs. That is one of the main reasons that high rates of unemployment continue to persist in a majority of European countries. The intricate and built-up systems hardly yield to rationalization that would aim at cost reduction. On the other hand, rationalization alone would not suffice to a marked reduction of their destructive influence on the labour market. To achieve such an effect, a change in the economic nature of the tax burden caused by the way of financing the social security system could be introduced. On the old-age pension side of the system in question the tax-like financing can be replaced by savings. Thus the operation of the system would come closer to economic neutrality
