Role of Small and Medium Enterprises in Creating a Demand on Work

Praktyka wielu krajów, w tym członków Unii Europejskiej podpowiada, że przezwyciężenie bezrobocia związane jest z przyśpieszeniem rozwoju sektora małych i średnich przedsiębiorstw. Autorka przedstawia stan małych i średnich przedsiębiorstw (MSP) w 2002 roku, analizę pracujących w sektorze MSP, przeciętną liczbę pracujących w MSP i pracujących w szarej strefie. W podsumowaniu znalazły się stwierdzenia że małe przedsiębiorstwa są bardziej kreatywne w tworzeniu miejsc pracy. Mimo pogorszeia koniunktury gospodarczej po 1998 roku małe przedsiębiorstwa sektora publicznego z roku na rok zwiększają zatrudnienie, w 2002 dołączyły do nich małe przedsiębiorstwa prywatne. Zatem, zdaniem autorki, z małymi firmami należy wiązać nadzieje na wzrost zatrudnienia w Polsce.
Taking into account the experience of many European countries it can be noticed that to overcome unemployment it is necessary to accelerate the development of the small and medium enterprises segment. When analyzing the data from 2002 we can notice that fewer companies were closed comparing with previous years, on the other hand fewer companies were set up. The number of employees decreased only by 0,5 procent but the number of unemployed increased by 3,3 procent The number of employees of companies of large and medium size was still decreasing, but the pace of the drop was smaller than in the previous year. Slightly optimistic was the data considering small enterprises, where the growth in employment was recorded. In the same time the growth in the number of employees working part--time was recorded. This type of employment was chosen especially by the small enterprises as well as the medium. Small companies, especially private, are the main employment site of the seasonal workers as well as the employees working illegally. The pace of employment of seasonal employees was slower comparing with 2001 year, however the employment rate of employees working illegally increased. (original abstract)
