Przedstawiono zakres przedmiotowy i podstawy prawne polityki społecznej Unii Europejskiej. Opisano również główne kontrowersje wokół polityki społecznej przejawiające się w sporach doktrynalnych i polityczno-praktycznych. W zakończeniu przedstawiono perspektywy i kierunki rozwoju unijnej polityki społecznej

The process of formation of Union's social policy is entangled in at least four major doctrinal as well as political and practical controversies. First controversy is related to the question what role should social policy play in economy and social life in general. Social-democratic (but also Christian-democratic) parties and governments together with federations of trade unions are usually in favour of developing more or less unified EU's social policy. Neo-liberal parties and governments, along with business lobbying groups are mostly against of what they perceive as excessive regulations in this area. Second controversy results from the dispute regarding the scope, pace and intensity of the European integration. Third debatable question is whether the deepening of the European economic and monetary union will entail social union as well. Forth controversy results from the question what kind of practical mechanisms, means and methods should be applied in social integration, and which Union's institutions should play the leading role in this process. Today, there are no premises for the "European welfare state" which would take over responsibility for regulating, financing and delivering various social services in the fields of social security and health care, education or housing. Main components of the national systems of social policy will remain for long (if not forever) under control of nation-states, members of the Union. The author of the article expects that the Union's social policy probably will not attempt to unify different national models and forms of social policy. It will rather aspire to link them up, in order to facilitate the exchange of experience and knowledge. This would enable the EU members to transfer from one country to another the most effective and practically verified ways and methods of solving the most urgent social issues. (original abstract)
