Abstrakty
W artykule dokonano analizy oraz porównano procesy przeobrażeń ustrojowych w krajach Europy Środkowo-Wschodniej. Kształtowanie się nowego systemu politycznego, krystalizowanie się sceny partyjnej, tworzenie nowego ustroju społeczno-gospodarczego oraz powstawanie nowych sojuszy i powiązań międzynarodowych wymagają długiej perspektywy czasowej.
EN
System transformation in political, economic and social spheres has been taking place in Central and Eastern European countries for the last 13 years. The system changes include: departure from one-party government, adoption of a democratic political system, crystallisation of a pluralistic party system and creation of institutions of the new socio-economic system. The collapse of real socialism in 1989 also meant a change in the geopolitical power structure in Europe. Depending on internal factors, such as the willingness of the communist elite to reform, the organisation of the opposition or the economic situation, and the external factors such as the influence of both Mikhail Gorbachov's and West European countries' policies, three models of democratisation can be distinguished. These can be achieved through compromise with the opposition (Poland and Hungary), through capitulation (East Germany and Czechoslovakia) and through co-opting parts of the opposition (Bulgaria and Romania). In building a democratic system, Central and East European countries have taken advantage of the experiences from before 1945 and have adopted West European solutions (the chancellor's model, the presidency in the Fifth Republic). Leftist groups originating from communist parties maintain a stable position within polarised party systems irrespective of the extent to which they have changed internally. For example, the change was much more fundamental in Hungary than in Czechoslovakia where it was rather "cosmetic". However, the position of central-rightist groups depends on the extent to which system transformations have advanced. It was strongest in Czechoslovakia, Hungary and Slovakia.(original abstract)
