Abstrakty

Problem deficytu demokracji na poziomie Unii Europejskiej jest zagadnieniem bardzo aktualnym i istotnym. Warto rozpatrzyć powyższe zagadnienie w kontekście procesu globalizacji. Wiele problemów związanych z demokracją w UE to jednocześnie dylematy wynikające z globalizacji. Za główne wyznaczniki tego procesu uważa się: funkcjonowanie rozbudowanych sieci transnarodowych powiązań i zależności gospodarczych, społecznych czy politycznych oraz intensyfikację interakcji wewnątrz oraz pomiędzy państwami i społeczeństwami.

Democratic deficit on the EU level is an important and frequently studied problem by social and political scientists. Many dilemmas related to democracy in the EU are linked to globalization of which European integrationis a manifestation on the regional level. The article points to the existence of institutional and social democratic deficit. The former stems from treating the EU as a "technocracy", "expertocracy" or a "bureaucratic stronghold". Social deficit, on the other hand, results from the fact that there is no such thing as an all-European society or European citizenship which would give the power to influence decision-making through different forms of participation in public life on the Union level. The author concludes that the demands calling for a redefinition of democracy in the era of globalization are justified. European institutions and processes going beyond national borders must embrace democratic mechanisms and procedures.(original abstract)
