Autor interesuje się teoretycznymi aspektami oddziaływania państwa na wywóz towarów za granicę. Przedstawia w artykule oryginalną modelową koncepcję opartą na zdiagnozowanych wcześniej współzależnościach, a odnoszącą się do stosowania przez państwo narzędzi mających na celu pobudzenie przedsiębiorstw do międzynarodowej ekspansji handlowej.

In recent years it has been a common practice in international economic policy that governments of both poorly and well developed countries actively support export enterprises. Along with this there emerge problems connected with a proper allocation of means earmarked for this purpose. The analysis of internationalization process tries to clear doubts related to those problems. The aim of this paper is to present a model approach to the influence exerted by export promoting instruments on enterprises. The construction of the model is based on models of enterprise internationalization, concentrating on the analysis of possible relations between an enterprise and the state as an element of the environment able to influence its functioning. This makes it possible to formulate some recommendations for the policy carried out by the state in the sphere of export promotion. In the course of extensive research and many theoretical considerations conducted in numerous countries, a lot of concepts concerning enterprise internationalization have been worked out. In the related literature the models are divided into two main groups: Uppsala Internationalization model and its extensions as well as Innovation-Related Internationalization models. The basic differences between the above-mentioned models were the number of stages of international involvement and the approach to initial impulses encouraging overseas activities as endo- or exogenous factors in relation to an enterprise. Apart from this they reflect a fairly convergent approach [ of the authors to the essence of internationalization process. One of the more interesting and slightly different from the above-mentioned concepts is H. H. Holzmuller and H. Rasper's model of export determinants which finds the reasons for the I success of exports in the appropriate corporate culture. The above-mentioned concepts providing information on the premises which determine whether to start international activity facilitate the construction of a model that, taking into account I the existence of identified dependencies, concentrates on the influence of the state's economic policy oriented towards stimulating an enterprise for international trade expansion. A dynamic character of this influence leads to a conclusion that an effective impact of the state | on exporters should be based on two premises: (1) permanent recognition of export promotion expected by enterprises and a proper adjustment of the instruments applied, (2) tendency to identify intra-company determinants of export success in order to encourage the development of such features in enterprises.
