Abstrakty

Przedmiotem zainteresowania autorki jest szerokie spektrum zagadnień nawiązujących do intencji, skutków w sferze dobrobytu oraz skuteczności wspólnej polityki handlowej Unii Europejskiej. Autorka wśród wielu interesujących spostrzeżeń formułuje również istotny wniosek o stosunkowo niskiej efektywności tej polityki, której narzędzia są odnoszone do krajów trzecich. W artykule podkreśla się rolę czynników o charakterze pozaekonomicznym, które w dużej mierze decydują o wyborze stosownych środków wspólnej polityki handlowej oraz o jej ukierunkowaniu.

The article discusses the questions of common trade policy of the European Union from the viewpoint of applicable instruments, their effectiveness, impact on national welfare (producers and consumers) and the possibility of discretionary selection of instruments. The author shows economic effects of using customs duties analysed in the models of partial equilibrium and general equilibrium, the concept of optimum customs tariff and a decreasing role of customs policy as an instrument of trade policy, including strategic trade policy. Moreover, the article presents the customs union which is a significant element of economic integration within the European Community as an exception to the rules defined in GATT/WTO statutes. On the one hand, the author discusses static effects of the customs union which from the viewpoint of the third countries may be critically assessed as Lipsey' s second best phenomenon, on the other hand she points out that membership in GATT/WTO significantly restricted autonomous selection of the instruments of trade policy of the member states. One of the examples can be a significant share of "tied" duties in the whole structure of duties applied by particular states. At the end of the article the author asks a question whether it is possible to determine a certain function of objective to be accomplished by the EU within the framework of common trade policy defined for the whole group. Statistical data illustrating trade balance between the EU and its environment show that there has been a deficit for a number of years, which can indicate some problems with sustaining/restoring equilibrium in this balance. This could mean that the balance in trade is not the main objective and subject of optimization within the framework of common trade policy (it could also be evidence that this policy is not effective in this respect). Some authors are of the pinion that the EU's common trade policy is rather a result of the bargaining power of particular groups of interest (lobbying), which is translated into the accepted solutions and instruments of the EU trade policy.
