W pracy przeprowadzono wstępną analizę najważniejszych przepływów finansowych występujących w gospodarce wodnej w Polsce. Przegląd obejmuje tylko niektóre obszary użyteczności wody jako: źródła wody pitnej, surowca do produkcji i miejsca depozycji zanieczyszczeń.

This article aims to identify and estimate major cash sources active in the process of managing widely known water resources. The process of imputing value to each financial flows was preceded by methodology for analysing the cash flows that underwent analysis as well as justification for choosing those cash flows in particular. The described and estimated cash flows were used to analyse justification for cross subsidies in the public sector of water-sewage management. The quantity of subsidies for households was estimated and a hypothetical increase of water prices caused by the elimination of cross subsidies was calculated. The next step was to estimate the role of payments for water. Ań analysis was done of the funding function of already existing payments for water and sewage reception as well as of the payments' influence on the formation of the prices of water and sewage disposal for users. The article ends with an analysis of the justification for realocation of payments for using water from both environmental protection funds and local managements along with the adequate re-alignment of responsibility for supporting protection activities in this area.
