Abstrakty

Celem artykułu jest przedstawienie dyskusji toczących się wokół konstrukcji dochodu podstawowego (świadczenia powszechnego, zindywidualizowanego, niezależnego od kryterium dochodowego i nie uwarunkowanego gotowością do podjęcia pracy bądź szkolenia). Konstrukcja dochodu podstawowego zaprezentowana jest na tle obecnie zachodzących zmian na rynku pracy i toczących się dyskusji wokół przebudowania modelu polityki społecznej.

Persisting unemployment, poverty and social exclusion, labour market flexibility, job insecurity and higher wage inequality, changing patterns of work and family life are among the factors that exert pressure on welfare states in Europe. The paper explores the potential of an unconditional basic income, without means test or work requirment, to meet the challenges posed by the new social question. The idea of basic income apart from a brief period of the 1960s and 1970s has not been a significant part of the public debate. However, interest in the basic income is growing; numerous paper and books have been written on the topic. Most of the recent interest has arisen in Europe but there has been some growing interest in the United States too.
