The Weaknesses of the International Monetary System and Avenues for its Reform

Artykuł rozpoczyna charakterystyka współczesnego systemu walutowego i podstawowych przyczyn jego słabości. W dalszej kolejności przedstawiono najważniejsze kierunki reformy międzynarodowego systemu finansowego i dotychczasowe osiągnięcia w tym zakresie, ze szczególnym uwzględnieniem roli Międzynarodowego Funduszu Walutowego. W podsumowaniu zawarto najważniejsze wnioski wynikające z przeprowadzonej analizy.
The globalisation of financial markets is associated with an increase in the mobility of international capital and a concomitant increase in the danger of a sudden flight of foreign capital that frequently leads to currency crisis. Due to these phenomena, the operating principles of the international monetary system established in the post-war period are becoming inadequate; not only are they ineffective in preventing crises, but in solving them as well. Therefore, the current reform of the international monetary and financial system aims principally at eliminating that weakness and building a more stable and effective global financial system that would enable every country to benefit from the advantages of globalisation. The purpose of this article is to identify the weaknesses of the current international monetary and financial system and to review the most important avenues for its reform, taking into account its accomplishments to date and the role of the International Monetary Fund in this process. The presented review of reform undertaken at the national and international level simultaneously shows the scale, breadth and extensive time horizon of reforms and potential problems with their implementation.
