Abstrakty

Stopa procentowa należy do głównych instrumentów polityki ekonomicznej w gospodarce rynkowej. W artykule przedstawiono różne kryteria oceny poziomu stopy procentowej w Polsce w okresie przed 1990, w innych krajach, subiektywnie oczekiwanego przez kredytobiorców, wzorcowej stopy procentowej, założonego (prognozowanego) i wynikającego z funkcji, jaki ten instrument ma spełniać.

Various criteria are used to evaluate interest rate policy in Poland; these include, inter alia: interest rates in the previous period, interest rates in other countries, interest rates subjectively expected by borrowers, model interest rate level, assumed interest rate (for instance, in central bank targets), interest rate resulting from the function that this instrument is meant to perform. In this article, the author provides a critical assessment and analysis of these criteria. His conclusion is that the last criterion is the best, i.e., the capacity of the interest rate to achieve the goals suggested by its basic functions. These goals are inseparable from conditions existing in a given economy and at a given period of time. Thus, the evaluation of the interest rate policy of a given country by comparing it with the policies of other countries or those implemented in the same country but at a different time - without taking these conditions into account - is an incorrect approach. Furthermore, the evaluation of policy using other possible criteria, for example, interest rates subjectively expected by borrowers or some model or forecasted level of interest rates cannot be considered as a proper evaluation.
