Autorka przedstawia Internet jako opowieść o cyberprzestrzeni, o ludziach i grupach, o nawiązywaniu kontaktów, budowaniu więzi w zmieniającej się rzeczywistości społecznej, ekonomicznej i politycznej. Opisano również historię i problemy Internetu w Polsce.

The article tackles the problem of recent changes concerning democracy in the age of Internet and rapid development of new means of communication. So called digital democracy has been a subject of various socio-political forecasts and fantasies, both optimistic and pessimistic in tone. The author reconstructs and comments on some of them, stressing the fact that the Net is not only a very capacious metaphor, but above all a specific social phenomenon, creating new virtual space for social communication. In order to define its role and to asses its real influence, it is necessary to take into consideration its dynamic character as well as some serious constraints - of political, economic and cultural character - which affect it. The author is convinced that the new technologies can serve as a useful tool for social progress and advancement in many areas. However, they also can erect barriers, increasing "digital disparities" and inequalities, which in consequence may lead not to virtual, but very real social inequalities, both on the national and international level. Technical and technological possibilities alone, even if most spectacular and amazing, do not determine the results of their application to social reality. To answer the question regarding the impact of these possibilities on democracy, one has to clarify the following key issues: how common is the access to the Net and to other means of communication in a given society, are people generally prepared and able to use these new possibilities competently, and last but the least - how much freedom is allowed in the distribution of information in the cyberspace.(original abstract)
