Artykuł koncentruje się na przewidywanych, ściśle finansowych ( transfery, budżet ) konsekwencjach tzw. wschodniego poszerzenia dla Unii Europejskiej i członkostwa dla Polski, w krótszej i dłuższej perspektywie czasowej.

The main aim of the article is to present the budgetary cost for the EU of the Eastern Enlargement and budgetary outcome of Poland's membership. For the European Union budgetary cost of the Eastern Enlargement, assuming constant policies, is far lower than was assumed five to ten years ago. It is unlikely that the EU budget will grow significantly as a share of GDP over the coming decade. For the New Member States - e.g. Poland - the budgetary agreement poses short term financing problems. While the whole contribution to own resources of a new member state will come from the national budget, not all the payments received will be paid into the budget account. The outflows from the national budget are usually larger than the inflows from the EU. The recipient country has to cofinance expenditure. The loss of customs revenues will be quite serious and the level of tariff protection in the EU will be lower. The cost of implementing acquis communautaire in the short and medium term perspective will be quite substantial. In Poland these increases in expenditure will come at difficult times of budget consolidation. Additional expenditure on accession related issues makes this consolidation more difficult. Poland has to cope with a dilemma situation - on one hand wishing to meet the Maastricht convergence criteria and on the other - aware of the need to get taxation down and economic growth accelerating. In the longer term the budgetary outcome for Poland and the other New Members should be satisfactory, depending to a large extend on the capacity to manage large unrequited transfers.
