Porównano wyniki negocjacji akcesyjnych krajów Europy Środkowowschodniej w obszarach: „Swobodny przepływ kapitału”, „Rolnictwo” i „Środowisko”. Problemy zawarte właśnie w tych rozdziałach negocjacyjnych wzbudziły największe kontrowersje pomiędzy negocjującymi stronami.

This article constitutes an attempt to evaluate the results of Poland's European Union membership negotiations compared to the negotiations conducted by other Central and Eastern European (CEE) countries. The first section of the article includes a short description of the last enlargement of the European Union, completed in 2004. It also presents the most and least problematic areas among the thirty-one chapters of the accession negotiations. The second section of the article includes a comparison of the results of negotiations carried out by CEE countries with respect to the negotiation chapter entitled "Free Movement of Capital". Among the issues discussed in this chapter, the most problematic included the issues of acquisition of land and real estate in a given EU country by citizens of other EU states. The third section of the article refers to the negotiation chapter entitled "Agriculture". With respect to the issues covered under this chapter, the problem of financial support for agriculture in accession countries (inter alia, the issue of direct payments) and rules for the organisation of the Single Market (the issue of adjusting processing plants to EU standards, the size of production quotas, the amount of reference crops) aroused the greatest controversy. The fourth part of the article contains a description of the negotiation chapter entitled "Environment". The most important issues discussed in this chapter include: air quality, solid waste management, water quality, reduction of pollution and risks as well as radiation protection. In this negotiation chapter, the accession countries received the greatest number of transition periods. (original abstract)
