Abstrakty

Przedstawiono uwagi metodologiczne dotyczące mierników poziomu rozwoju. Porównano poziom rozwoju społeczno-gospodarczego krajów członkowskich Unii Europejskiej. Oprócz mierników obrazujących poziom PKB wykorzystano mierniki cząstkowe, które opisują następujące składowe: zdrowotność i ochronę zdrowia, mieszkalnictwo, zagospodarowanie materialne, edukację, kulturę, komunikację i ochronę środowiska. Pokazano także zróżnicowanie poziomu dochodu między krajami członkowskimi Unii Europejskiej.

In the first part of this article, the authors discuss the specific features of GDP per capita as a measure of socio-economic development, including the limitations of its use. The authors present alternative methods for measuring socio-economic development, such that other factors, besides GDP, crucial in determining standards of living are taken into account. The second part of the article compares Poland's level of development to that of the new EU Member States and the EU-15. Apart from measures that reflect GDP, the authors also use partial measures describing the following components: health and health care, housing, assets management, education, culture, transport and environmental protection. Moreover, the authors identify the areas with the largest and smallest divergences in the measures used. The authors also discuss the course of convergence processes in the new EU Member States, particularly in Central and East European countries. They present and analyse the convergence experiences of such countries as Ireland, Spain, Portugal and Greece, and list the factors that had a critical impact on the achieved degree of convergence. The authors assert that integration constitutes merely a platform for convergence processes but does not guarantee them. (original abstract)
