Abstrakty

Przedstawiono ewolucję podmiotów biorących udział w konstruowaniu przepisów dotyczących nadzoru nad działalnością zakładów ubezpieczeń - Solvency II. Zbadano także, czy zakłady ubezpieczeń oraz pozostali uczestnicy rynku ubezpieczeniowego zostali zaangażowani w opracowanie tego dokumentu.

The article presents the evolution of changes which the Solvency II project has undergone in relation to transformations within the framework of structures responsible for constituting and reviewing legislation in the European Union: starting from the Solvency Sub-committee operating within the Insurance Committee at the EU Commission and finishing with CEIOPS. Agencies which used to deal or deal with the elaboration of assumptions and detailed solutions, also outside formal structures of the European Union, have also been distinguished and characterized in it. The study emphasizes the fact that the preparation of Solvency II project was and is naturally widely consulted with the insurance environment, i.e. opinions of various representatives of this environment have been considered both at the European and international level, which emphasize that many detailed decisions depend on the position of international institutions, which influence solutions within the insurance market.
