Abstrakty

Nowa ekonomia polityczna (New Political Economy - NPE) analizuje wzajemne relacje między ekonomią a polityką, skupia się na tym, jak polityczne i ekonomiczne organizacje wpływają na siebie. Autorka skoncentrowała się na jednej z teorii NPE - ekonomicznej teorii zespołowego działania (Economic Theory of Collective Action), która wyjaśnia zdolność grup do organizowania się i wymuszania realizacji swoich zamierzeń. W obliczu integracji Polski z UE, bardziej istotny niż dziś będzie, zdaniem autorki, problem dóbr publicznych oferowanych na rzecz wsi i rolnictwa, zwłaszcza w formie polityki ekonomicznej i społecznej.

The purpose of this paper is to argue, in the light of the available literature by using the approach of New Political Economy, that in Poland institutions and values indeed will influence the process of integration of the rural and agriculture with the European Union and vice versa. New Political Economy is directed toward the study of the interrelationship between the economy and politics giving quite great tolerance to approaches from other disciplines. The most important assumption is that politicians are motivated by self interest. The author of this paper points out that in Poland political manipulation, vote-trading, wealth transfers, rent seeking and fanners protests are a few of the methods used by politicians to obtain their own selfish ends when policy directed to agriculture and the rural is taken into consideration. The author hopes that integration will limit the process of rent-seeking by Polish politicians and bureaucrats through the system of reputation. Moreover, new perception of the rural by city-dwellers will result in voicing their support for the country's farmers. (original abstract)
