Foreign Direct Investment in the Russian Federation

Przedstawiono niektóre elementy polityki rządu Federacji Rosyjskiej wobec bezpośrednich inwestycji zagranicznych. Przedstawiono powody, dla których inwestorzy zagraniczni obawiają się inwestować swój kapitał w Federacji Rosyjskiej.
Foreign direct investment (FDI) cannot exist until they have a regulation for inflow. The Russian Federation like any other country is interested in FDI as a source of modernization, economy growth and flow of modern technology. The main aim of this article is to present some elements of government policy on FDI. However, we cannot state that such policy is the main and the only factor determining inflow of foreign capital. Main institutions such as Russian government, President, Ministry for Economic Development and Trade, local governments, agencies supporting foreign trade and foreign investors have special meaning: they create conditions of investments. The law of the Russian Federation on foreign investment No. 160 of 9 June 1999 empowered Russian government to make policy on foreign investment. According to the Russian State Statistics, the total amount of FDI in Russia is 98 444 millions USD. The most important factor determining inflow of foreign capital is free market and free flow of foreign capital. In case of Russia these conditions are met. Nevertheless, the Russian Federation does not use full potential due to the fact that obstacles after Soviet era still remain. Long and complicated procedures make it difficult to commence inquiry and go ahead with final investment. Permissions are given by different institution on federal and regional level. Procedure of registration is very complicated because of frequent changes of law and additional requirements. Special Economic Zones have specific task to encourage investors to locate their activity in those zones. Local incentives are more friendly for foreign investors. Participating in Bilateral Investment Treaties, international organizations and agreements is also very important. Russia signed 53 bilateral investment treaties, but implemented half of them. Russia needs foreign investment but does not do enough to encourage it. Foreign investors are still afraid to invest here, because of administrative and legal barriers and frequent changes in law and politic situation. (original abstract)
