The paper "The investment policy in the light of new growth theory and new economic geography: the case of infrastructure" aims at exploring the role of public infrastructure investment in increasing the productivity of labor and private capital and reducing regional inequalities. It should be emphasized that a key concept in this issue is the degree of externalities (spillovers) of public investment. It is the merit of new growth theory and new economic geography of providing theoretical explanation for possible externalities in the field of infrastructure development. The identification of market failures is a necessary first step to justify public intervention on efficiency grounds. However, the regional equity grounds of public activity must be reconsidered. The new geography models show that the increase of public infrastructure spending may have no positive impact on poor region's development. (original abstract)
