Opracowanie składa się z trzech części. Część pierwsza ma na celu pokazanie problemu restrukturyzacji zadłużenia w skali globalnej. Część druga skupia się na roli Unii Europejskiej jako szczególnym aktorze na scenie międzynarodowej, pokazując dlaczego również w kwestii międzynarodowej architektury finansowej stanowi ona ciekawy materiał badawczy. Z kolei część trzecia przedstawia metodologiczną stronę zagadnienia. (fragment artykułu)

The objective of this paper is to demonstrate the effect of excessive debt on state sovereignty. Specifically, it seeks to examine issues such as state insolvency and bankruptcy, changes in the structure of foreign debt of developing states, and methods of restructuring foreign debt. The whole issue of debt restructuring lies at the hear of this paper - another is showing the European Union's attitude towards debt restructuring as being unique world wide. The first part of the work shows the problem of debt restructuring across the globe. The second part focuses on the role played by the EU as a peculiar actor on the international arena, one which has become a fascinating subject to delve into in terms of the international financial architecture. The final, third, part discusses methodology. (original abstract)
