Abstrakty

WPZiB realizowana przez UE jest istotnym, ale nie jedynym, ani nawet nie najważniejszym narzędziem realizacji przez państwa członkowskie ich interesów międzynarodowych. Państwa członkowskie mają własne interesy międzynarodowe i narzędzia ich realizacji, a w wypadku kolizji z reguły dają prymat narodowym, nie zaś interesom wspólnotowym. Z kolei UE dysponuje oprócz WPZiB także znacznie silniejszym arsenałem środków tworzonych od kilkudziesięciu lat w ramach WE, a zawartych w tzw. stosunkach zewnętrznych (external relations). Owe "stosunki" (umowy stowarzyszeniowe, układy o preferencyjnym handlu itd.), zawierają raz większy, raz mniejszy komponent polityczny. A zatem WPZiB powstała jako zależny i niesamodzielny instrument realizacji woli państw członkowskich. Rzutuje to na jej mechanizm decyzyjny i na środki, którymi dysponuje. (fragment artykułu)

The author's assumption is that Common Foreign and Security Policy has come into being as a dependent and subservient instrument in the fulfillment of member-states' resolve. The evolution of CFSP structures brought about in each new treaty strengthens its executive role and effectiveness. Decision-making procedures, however, are still subject to the complete control of member-states. CFSP is fitted out with tools which in regard to the diplomacy of individual member-states are only of a secondary and complementary nature. The author criticizes the narrowing down of CFSP's brief by reducing it to the analysis of treaties and the manner they are being realized. He recommends analyzing CFSP as a supplement to Community policies and adopting the assumption that the means to achieving CFSP"s goals are of a declarative nature, rather than executive. The actual priorities of EU's foreign policy are to by found in the combination of the steps taken under the second pillar with those of the fist pillar, namely, the Community's "external relations". Common Foreign and Security Policy is only one of the instruments of conducting foreign policy - in the broad sense of the term - at the disposal of the EU. Other instruments include the foreign policies pursued fully autonomously by member states and the activities of the European Community. (original abstract)
