Problemy stosowania międzypokoleniowej stopy dyskontowej

Abstrakty

Rozwój myśli ekonomicznej związanej z postrzeganiem społecznej stopy dyskontowej można przedstawić w postaci następującej sekwencji: stała, komercyjna stopa dyskontowa - wydzielenie stałej społecznej stopy dyskontowej (niższej niż stopa komercyjna) - analiza zerowej stopa dyskontowej - wprowadzenie zmiennej w czasie (malejącej) stopy dyskontowej. Ta bardzo uproszczona sekwencja zawiera rozległe prace analityczne związane z badaniem poszczególnych elementów ryzyka, sprawiedliwości międzypokoleniowej i maksymalizacji międzypokoleniowej użyteczności w kontekście rozwoju zrównoważonego. Duży wysiłek wielu badaczy nie doprowadził do przedstawienia rozwiązań optymalnych, wydaje się jednak, że istnieje pewien konsensus w zdefiniowaniu podstawowych obszarów niepewności i metod zmniejszenia ryzyka związanego z tą niepewnością.
