The Influence of the European Monetary Union on Accounting on an Example of Germany

Abstrakty
Wraz z wejściem w życie Europejskiej Unii Walutowej przedsiębiorstwa musiały przeprowadzić konieczne dostosowania pod względem techniczno-organizacyjnym w wielu obszarach ich działalności. Dziedzina rachunkowości została szczególnie objęta tymi zmianami. Celem artykułu jest zaprezentowanie na przykładzie Niemiec wpływu wprowadzenia waluty euro na rachunkowość. Przejście na euro spowodowało konieczność dostosowania księgowości i sprawozdań finansowych do nowej waluty. Powstałe przy trans- formacji liniowej (danych w walucie narodowej na walutę euro) różnice z zaokrągleń należało zaliczyć do wyniku finansowego jednostki. Szczególnego dostosowania wymagał kapitał zakładowy spółek kapitałowych: wartości nominalne akcji i udziałów musiały opiewać na pełne euro. Do tego konieczne były zmiany wysokości kapitału. Wraz z wprowadzeniem euro ryzyko kursowe między walutami państw członkowskich zostało wyeliminowane. Dlatego wszystkie zyski i straty z tych walutowych pozycji pieniężnych zostały zrealizowane. Ustawodawca stworzył możliwość odroczonego ujęcia dodatnich różnic kursowych, natomiast ujemne różnice kursowe należało odnieść natychmiast na rachunek zysków i strat. Wprowadzenie euro było związane z powstaniem różnych kosztów w przedsiębiorstwach. Koszty te były porównywalne z regularnymi kosztami przedsiębiorstw, dlatego należało je ująć zgodnie z ogólnymi zasadami bilansowymi. Poza tym została wprowadzona możliwość kapitalizacji tej części kosztów związanych z wprowadzeniem euro, które wynikały z wytworzenia we własnym zakresie wartości niematerialnych i prawnych. The formation of European Economic and Monetary Union forced companies to make necessary adjustments in many fields of their activities. The area of accounting has been particularly influenced by the changeover to the new currency. The aim of the article is to describe the effects that the introduction of the euro had on accounting. The changeover to the euro has created a necessity of making changes in accounting and financial statements of the companies. As a result of the linear transformation from the national currency to the euro occurred differences concerning rounding. Those differences should be recognised in the profit and loss account. Share capital of capital companies required a special adjustment: nominal values of stocks and shares had to be expressed in total figures. Therefore the changes in amount of capital have been necessary as well. Further on all the exchange gains and losses on monetary items in foreign currencies of the EMU countries have been realised as after the introduction of the euro the exchange risk between national currencies of participating Member States did not exist any longer. The deferral of positive exchange differences after the introduction of the euro has been allowed, whereas negative exchange differences should be immediately recognized in the profit and loss account. As a result of the changeover to the euro companies will incur a variety of costs. As they are comparable to regular costs, the normal rules of the Accounting Directives apply. A part of the cost has been allowed to capitalise, if they concern internally developed intangible assets. (original abstract)
