Omówiono zalety zarządzania wieloszczeblowego (MLG), elementy systemu takiego zarządzania i jego cechy charakterystyczne. Przedstawiono system zarządzania wieloszczeblowego w kontekście badań nad Unią Europejską, a także zaprezentowano rodzaje systemów wieloszczeblowego zarządzania.

The last two decades have seen the creation of a large number of transnational regimes, some of which, including above all European Union exercise real supranational authority. The concept of multi-level governance (MLG) is a way of description of decisional process within the European Union. It assumes the active participation of public and non - public actors from different levels of governance. The reallocation of authority took two forms: firstly formal authority has been dispersed from central states both up to supranational institutions and down to subnational governments; secondly public/ private networks of diverse kinds have multiplied at every level of governance. The national states reduce their sovereignty in order to achieve economic gains, improve their international position or because of difficulties to control decision - taking process where many governments are involved. This paper presents the main characteristics of MLG and its advantages, two basic types of governance and some critical remarks. (original abstract)
