Abstrakty

Koncepcje bonów oświatowych stały się w ostatnich latach przedmiotem wielu dyskusji i sporów. Żywotność debaty na ich temat wynika przede wszystkim z tego, że są one propozycją niezwykle kontrowersyjną, naruszającą fundamenty systemów edukacyjnych. Szczególnie wiele obaw budzi koncepcja powszechnych bonów oświatowych. Jej przeciwnicy obawiają się, że stanowi zagrożenie dla spójności społecznej oraz prowadzi do segregacji i nierówności społecznych. Czy istnieje zatem możliwość wprowadzenia uniwersalnych bonów oświatowych bez szkody dla publicznej oświaty, demokracji i spójności społecznej? Wydaje się, że tak. Przykładem jest Szwecja.(abstrakt oryginalny)

The idea of school vouchers is a subject of a very eager discussion. Opponents forewarn against it and predict that vouchers will produce social inequalities in school systems, segregation and brain-drain of the best students from public to private institutions. The concept of universal school voucher is controversial especially. So, is possible to implement a universal voucher program not undermining the public education system, democracy and social cohesion? It seems to be. Such a program was introduced in Sweden.(original abstract)
