Artykuł zawiera analizę sytuacji systemu finansowego Azjatyckiego Kryzysu Finansowego. Omawia obecną sytuację wietnamskiego systemu finansowego oraz konsekwencje kryzysu regionalnego, jakie poniesie rozwój finansowy Wietnamu.

The financial system plays an important role in the development of a country's economy. It consists of the banking system. In 1951 the State Bank of Vietnam was established as a government agency exercising control over emitting money and granting credits. Between 1951 and 1988 the banking system was considered to be an administrative and plan-oriented instrument. From 1988 to 1990 the banking sector went through the renovation system, when due to separating commercial banking from central banking a two-level banking system was established. State-owned commercial banks were founded with the State Bank of Vietnam functioning as the central bank. Since then the government has gradually introduced reforms of the banking system, which included rationalisation of the interest rate structure, resigning from preferential commercial banks' refinancing, creating a uniform rate of refinancing and monetary market. Despite the progress, the Vietnamese financial sector still remains poorly developed in comparison with other countries of the region which have comparable levels of income per head. This article concentrates on analysing the present situation of the Vietnamese financial sector and consequences of the regional crisis on the sector's development. The article is a continuation of the paper entitled "Vietnam's financial system. Part I. 1986-1996/1997" and it emphasises the aspect of building a healthy banking system, improvement of savings' mobilisation and the growth of capital markets. (original abstract)
