Abstrakty

Dominująca współcześnie na mapie Europy Unia Europejska przewiduje funkcjonowanie w zakresie emerytur metody otwartej koordynacji, a zatem nie narzuca w tym obszarze jedynie słusznego rozwiązania. W państwach, które nie przystąpiły do tejże unii, rozwiązania emerytalne jeszcze bardziej nacechowane są indywidualizacją. Stąd duża różnorodność tych systemów i niewielka o nich wiedza, nawet w kręgach specjalistów. System emerytalny Łotwy stanowi szczególnie interesujący przypadek przejścia z niewydolnych systemowych rozwiązań bloku sowieckiego do nowoczesnego systemu emerytalnego, wykorzystującego mechanizmy rynkowe dla lokowania środków gromadzonych przez uczestników systemu. Przypadek rozwoju w ostatnich latach Łotwy powszechnie traktowany jest, podobnie jak Estonii, jako przykład swoistego cudu gospodarczego, który zaczyna być opisywany i omawiany z różnych perspektyw. W artykule autor dokonuje obserwacji zjawisk, jakie miały miejsce w tym kraju z punktu widzenia rozwoju rozwiązań emerytalnych. Celem badawczym autora jest prezentacja historycznych i aktualnych rozwiązań w celu odnalezienia w tak różnorodnych systemach pomysłów, stanowiących swoiste perełki, które w benchmarking'owych porównaniach warto wykorzystywać. Artykuł prezentowany jest w układzie: 1. Ogólna informacja o kraju, 2. Rozwój historyczny systemu emerytalnego, 3. Stan obecny systemu emerytalnego oraz 4. Wyzwania i przewidywane zmiany w systemie emerytalnym. (abstrakt oryginalny)

The European Union, which currently predominates on the map of Europe, provides the method of open coordination in the field of pension, so it does not impose the only one correct solution in this subject. In the countries which have not joined the EU, the pension solutions seem to be marked by individuals. Therefore, there is a wide diversity of systems and the knowledge about them is not sufficient, even among the specialists. The pension system of Latvia exemplifies the transition from malfunctioning comprehensive solutions of Soviet block to modern pensions system, which takes advantage of market mechanics to invest financial resources, which have been accumulated by the members of the system. The example of development of Latvia, like in Estonia, has been recently treated as the example of the economic miracle which tends to be described and discussed from different points of view. In the article, the author makes the observation of phenomena which have taken place in the country from the point of view of pension solutions. The research aim of the author is to present historical and current solutions in order to find the ideas in different systems that make the peculiar pearls worthy to be used in benchmarking comparisons. The overall structure of the article takes the form of four points and looks at the following: (1) The general information about the country (2) The historical development of the pension system (3) The current state of the pension system and (4) Challenges and predicted changes in the pension system.
