Between the Institutional System and Level of Innovation in the Economy - a Comparative Analysis of Lithuania, Norway and Poland

Abstrakty
Celem artykułu jest analiza rozwiązań instytucjonalnych polityki innowacyjnej w Norwegii, Polsce i na Litwie. Dwa z tych krajów po kilkunastu latach starań znalazły się w strukturach Unii Europejskiej, co wymusiło również pewne modyfikacje w systemie zarządzania polityką prorozwojową. Ni e oznacza to, że na Litwie i w Polsce nie ma pozostałości, również o charakterze instytucjonalnym, poprzedniego systemu. Norwegia, zgodnie z wolą obywateli, nie jest członkiem Wspólnoty, choć należy do Europejskiego Obszaru Gospodarczego i układu z Schengen. Sytuacja każdego z tych krajów jest na tyle specyficzna, że warto porównać rozwiązania instytucjonalne w tych państwach w ramach systemu innowacyjnego. (fragment tekstu)
The purpose of this article is to analyse conditions governing the institutional solutions of innovation policy in three countries: Lithuania, Norway and Poland. The authors present the relationship between the institutional structure and the level of innovation in the economies of those three European countries. To this end, the authors divide the innovation system according to types of institutions. They characterise the level of innovation based on selected indicators used by the European Commission in its annual report on innovation in European Union countries as well as countries associated with the Community and aspiring to membership (European Innovation Scoreboard). The authors compare various levels of innovation system management in Lithuania, Norway and Poland, which include: central government, knowledge centres, research centres and intermediaries, organisations financing innovation, and organisations promoting innovation. A significant element of the article is diagrams illustrating innovation system management in the three countries, with an indication of the vertical and horizontal links that exist among the various institutions.
