Historyczne uporządkowanie głównych wątków debaty nad państwem dobrobytu, pozwala postawić zasadnicze pytanie: skoro w każdym z okresów państwo dobrobytu znajdowało się jakoby w ogromnym kryzysie, niekiedy zarysowywanym tak silnie, że jedynym rozsądnym rozwiązaniem wydawało się jego odrzucenie, to dlaczego na początku XXI wieku nadal pozostaje ono dominującym wzorcem organizacji zadań publicznych w sferze socjalnej i ekonomicznej krajów wysoko rozwiniętych? Poszukując uzasadnienia tej trwałości, autor odwołał się do argumentacji natury politycznej, filozoficznej oraz ekonomicznej. (fragment tekstu)

The failure of the welfare state was announced soon after the very concept was introduced. At the beginning of the 21st century, however, it remains to be a dominant pattern for organizing public tasks in the social and economic life of highly developed countries. The lasting character of the concept may be explained by referring it to the combined impact of political, philosophical and economic factors. The popularity of the welfare state, in its political perspective, results from the support given to it by its beneficiaries (power resources theory) as well as from the attachment to a specific trajectory of social policy development (according to the concept of path dependency). The existence of the welfare state and the opposition to its destruction is philosophically justified by regarding this type of public policy as a tool for implementing the notion of social justice. A theoretical support for the welfare state concept may be found in John Rawls' concept of justice as fairness. From the economic perspective, the welfare state provides all individuals with insurance against major social risks - something that the market would not offer due to asymmetric information.
