Abstrakty

Prezydent Herbert Clark Hoover pozostawił po sobie opinię nieudolnego polityka i przywódcy, który przyczynił się do największego kryzysu w historii gospodarczej. Opinia ta niewątpliwie była wspierana przez zwolenników Partii Demokratycznej, którzy czerpali korzyści z przeciwstawiania H.C. Hoovera F.D. Roosveltowi. Spowodowało to, że w zapomnienie popadły jego wcześniejsze dokonania w zakresie tworzenia podstaw aktywnej polityki państwa mającej na celu stabilizację cyklu koniunkturalnego. Dokonania te wiążą się z okresem pełnienia przez H.C. Hoovera funkcji sekretarza handlu podczas sprawowania władzy przez prezydentów W. Hardinga i J.C. Coolidge'a, kiedy to H.C. Hoover cieszył się powszechnym szacunkiem, a także z pierwszymi latami wielkiego kryzysu. Jednak swoją działalność w tym zakresie rozpoczął już przed I wojną światową. (fragment tekstu)

President H.C. Hoover is regarded in history as an inept politician who failed to solve the problems of the Great Depression; moreover, he is believed to have deepened and prolonged the crisis. Such a view, however, is erroneous. The institutions established under his aegis in the 1920s provided a theoretical framework for supporting the state's active engagement in the economy, offering a number of practical and effective measures for counteracting the crisis. The scale of the world's economic breakdown in the 1930s prevented Hoover's administration from introducing effective measures. It was not until the introduction of J.M. Keynes' breakthrough methods that the crisis could be counteracted in an effective way. (original abstract)
