Abstrakty

W opracowaniu podjęto problem zarządzania sytuacjami kryzysowymi w rolnictwie w okresie tzw. wielkiego kryzysu, jaki miał miejsce w latach 30. XX w. Zastosowano wówczas szereg instrumentów ograniczających wpływ kryzysu na rolnictwo i gospodarstwa rolne, jak również przeciwdziałających skutkom kryzysu. Część z tych instrumentów znalazła zastosowanie obecnie w zarządzaniu rolnictwem UE prowadzonym w ramach Wspólnej Polityki Rolnej. (abstrakt oryginalny)

The great economic crisis of the 1930s caused a decline of production and consumption in the world economy. In agriculture the course of the crisis was definitely different than in the industry. A decrease in production was not too great, but the prices of agricultural products and therefore farmers' incomes declined considerably. The paper presents an analysis of management in agriculture in the situation of the crisis on the national, Corporation and farm level in the sphere of fighting the crisis and counteracting its results. The intervention Instruments used at that time were autonomic (national) in character and as a rule were not coordinated on the international level. The analysis of applied solutions and anti-crisis measures leads to a conclusion that these endeavours cannot be assessed jointly or definitely. The practice of fighting the crisis in agriculture has demonstrated that the states importing food were greatly capable of protecting their own food against cheapening import. On the other hand, the states exporting agricultural products on a large scale experienced definitely more serious crisis due to almost obligatory food export because of growing surpluses, i.e. exporting even below the costs of food production. Complicated course of the crisis in agriculture showed that at that time it was impossible to elaborate some general rules for crisis fighting on the European or world level. It resulted also from growing antagonisms between states and a lack of common instruments of crisis management. Methods of efficient crisis management in individual countries depended to a great extent on the organizational structure of agribusiness, character and size of agricultural markets, on socio-economic development and on economic and social awareness of the society. Many instruments applied in different countries in the world during the great crisis were again implemented in the 1960s in order to regulate the scale of production and agricultural market in the European Union realized within the framework of the Common Agricultural Policy.
