Abstrakty

Omówiono uzależnienie od importu surowców energetycznych w krajach UE oraz przyjęty przez Komisję Europejską w 2007 roku tzw. pakiet energetyczny. Przedstawiono dywersyfikację źródeł energii oraz odnawialne źródła energii i ich planowane wykorzystanie według pakietu energetycznego. Przybliżono strukturę geograficzną importu węgla w 2005 r. oraz technologie energetyczne, które spełniają wymogi przyjętego pakietu energetycznego.

Energy security is a multidimensional and evolving concept. Since 1970s when energy security meant reducing the level of imported oil and managing the risks connected to this import, its meaning has significantly changed. Nowadays the term regards other types of energy as well, i.e. natural gas, and other risks such as terrorism, accidents, underinvestment in infrastructure and inadequate markets or even purely political factors. In a narrow sense, energy security, most notably on the international agenda, is understood as security of supply. And that's the term which is commonly used by the European Commission. Security of supply may be described as the uninterrupted physical availability of energy products on the market at an affordable price for all consumers, whilst respecting environmental concerns and looking towards a sustainable development. Securing the energy supply was the primal aim of European energy policy. Today, security of supply is one of the three main priorities of the EU, next to competitiveness and, since 1990s., environmental concerns. In securing primary energy supplies and tackling connected problems, other two priorities must always be taken into account. This approach can be easily seen in the latest Commission's strategy.(original abstract)
