Wpływ niestabilności wydatków publicznych na długookresowy wzrost gospodarczy - gdzie niestabilność wydatków publicznych rozumiana jest jako skala niespodziewanych odchyleń poziomu wydatków, od ich spodziewanego długookresowego trendu - jest zagadnieniem poruszanym w literaturze bardzo rzadko. Niemniej jednak wyniki kilkunastu prac, które badają to zjawisko, są jednoznaczne i pokazują, że jest ono dla wzrostu szkodliwe. Celem tego artykułu jest empiryczne zbadanie wpływu niestabilności wydatków publicznych na długookresowy wzrost PKB. Główna nowość w tym artykule - w porównaniu do wcześniejszych prac - polega na zbadaniu wpływu niestabilności wydatków publicznych na wzrost produkcji, przy użyciu danych czasowo-przekrojowych dla krajów rozwiniętych i rozwijających się. Do tej pory badania były prowadzone przede wszystkim na próbach przekrojowych. Wyniki tego badania potwierdzają tezę, że niestabilność wydatków publicznych jest niekorzystna dla rozwoju gospodarczego. (abstrakt oryginalny)

The impact of public expenditures' volatility on the long run growth rate of GDP is a topic not often discussed in the literature. But the results of available research works uniformly indicate that such volatility is detrimental to long run growth. The main objective of this paper is to reassess this empirical link. Its main novelty consists in that, besides using cross section data, it also employs panel data to show that indeed this relationship is statistically significant and negative. (original abstract)
