Abstrakty

W artykule omówiono międzynarodowe ustalenia w sprawie ograniczenia zanieczyszczenia atmosfery gazami cieplarnianymi oraz działania Komisji Europejskiej na tle globalnych problemów ochrony przed zmianami klimatycznymi. Zaprezentowano zmiany na wspólnotowym rynku emisji po 2012 r., a także działania dostosowujące elektroenergetykę do nowych wymogów środowiskowych. Dodatkowo przedstawiono oddziaływanie rynku emisji dwutlenku węgla na rynek energii elektrycznej i sytuację Polski w drugim okresie rozliczeniowym EU ETS (European Union Emission Trading Scheme - Europejski System Handlu Emisjami).

The European Union strives to be the leader of mitigating the climate change, hence the European Commission announced in January 2008 the new plan of greenhouse gases (GHC) emission reduction in the EU. It was noticed that the previously planned reduction should be increased to achieve the required environmental effect. That is why the announced cut of emission by 20% should be replaced by reduction about 30%, what means that there should be put into life the statements from the Bali environmental conference, creating the global mechanism of GHG emission slash. The European Commission strives to make the emission limits much more restrictive for years 2008-2012, warning that cost of dithering would be much higher. The emission target tightening can be just observed during CO2 emissions limits allocation to Member States for years 2008-2012. The article comments on the EU policy and especially on the Commission's decision curbing a national cap for Poland, which has attributed to serious problems with issuing yearly allowances to each installation in Poland to emit a certain level of CO2.
